Cancelled Feb 10 but charged Feb 25/25
meeds to be refunded plus I require a notice of refund and cancellation.

@Clance have you tried going into your Public Mobile account (app or website) and unsubscribing but toggling off on the setting? On the app, go to Manage Subscriptions, then select the last option "Subscription Renewal (Active), from there you can click the button labeled "Unsubscribe"

@Clance You can't get anywhere with it because there is no process like that. Are you a new customer that hasn't yet activated a sim? If yes, open a ticket with CS through the chat bot. If not, there is no cancellation request to be made. As service is prepaid, remove CC/unsubscribe to your plan. When renewal fails (no money taken) your service will stop working. After 90 days the account is closed and number lost.
