Having same problem. Text messaging-rcs is working but not text messaging -sms. So can’t complete process and seem to need sms working to create a ticket…

can you check and confirm if you can receive calls ?
also, you have trouble with both incoming and outgoing texts?
if you are on Android, download Google Message and use it as the default text app and try again (if you already using it, please uninstall the app with a device reboot, then reinstall)
If you are on iPhone, make sure you have the latest iOS and Carrier Profile. Then first go to the iMessage settings to disable "Send as Text Message" and then reboot phone and re-enable it back
