I am trying to help a handicapped friend. He had his phone stolen. He is with Koodo and tops minutes up every month by getting a $35 phone card. We got him a new unlocked phone from Best Buy. I would like to move him to a Public Mobile Subscription, and get him a SIM card. The important thing is he needs to keep his existing phone number. Would they be able to accomplish this at a Kiosk, or is it more complicated? If so can someone please advise how to proceed?

It is nice to help your friend. He should know that Public mobile is a no frills, low cost DIY mobile company. There is no live support (ie. call centre, live chat or kiosk) for customer service issues. Ticketing and private messaging system for customer service. If he is not tech savvy, it might be better to stay with a tier 1 or 2 company like Koodo where he can get help in person and right away.
No Wifi calling and no international roaming (besides US and Mexico) are some of the other drawback with Public mobile.

Best to purchase a PM SIM from an official Telus/Koodo/Mobile Klinik store but they won’t activate it for you. Since PM and Koodo are under the Telus umbrella. Use the Koodo account number while activating the SIM at the Telus/Koodo store on the PM app.
Also use your referral code so your friend will get a $10 credit off his next bill and you will get 1 point/month into your account for a $15 credit once you have 15 points.
Also, he should also have Koodo Blacklist the stolen phone.

yes, you can help him to activate a PM account and port his number from Koodo
but not via kiosk. you have to download PM app on his new phone and activate using the app. Porting from Koodo requires his Koodo account still active and able to receive text on the Koodo sim and reply yes to approve the port. if his phone was stolen and unable to receive text to approve, he has to call Koodo and ask them to help with approving the port request
