When I switched from Bell to Public Mobile, I discovered that my phone had been locked to Bell (even though I had purchased the phone unlocked, it had locked itself to the carrier of the first sim card I used).
I went to the Samsung website and used their Chat Support to help me. It was very easy and free. I just needed to provide my IMEI# and phone model. They gave me a network unlock pin, and right away my phone worked with Public Mobile.

What model of Samsung is your phone?
You may need PUK from Samsung Canada. They can be reached 24/7 through Chat at:

What's your make and model? Is your phone more than 4 years old? You can call your previous provider and ask for the unlocking code. You will need to give them the IMEI # of your device. Providers are required to give you the code upon request, without delay and free of charge.

SIM Network Unlock PIN? If your phone is asking for that, that means that your phone is locked to a carrier. Contact that carrier or Samsung Canada.
