Had the same issue when I signed up. Your best bet is going to koodo/telus store or mobile klinik to get one. You can then contact a CS agent to help you set up, they should credit you the cost of the sim card too. They did for me.

It can take up to 3 weeks in the mail depending on Canada Post.
If you want a SIM card faster, there are two options. https://www.telus.com/en/mobility/network/coverage-map
or Amazon.
