If your credit card was charged then you have activated the sim card. However the sim card may not have provisioned correctly. Giving you perhaps only partial service or possibly no service at all. So check and see if any of the following things work.....once you insert the sim card and reboot your phone.
Did you port your number in? Or choose a new phone number? Did you recieve the pm welcome email?

Check your credit card statements (if you used one) to see if you were charged for your plan. If you were, test to see if your Public Mobile SIM card works. If you were never charged for your plan, try again to activate your account.
