Yes you can. But make sure you go into My Account to Change Sim card and NOT go to the activation portal
You can get a sim card from local Telus or Koodo store or get it from Amazon:
Once you got the sim card, go to My Account from ONLY a desktop or laptop computer (please note that due to some glitches, accessing change sim care from mobile phone or tablet won't work)
Then click Quick Links on the top right and select Change Sim card and follow the steps: there.

It is presumed you are asking this as an existing Public Mobile customer and your existing Public Mobile SIM card has either been lost / stolen / or become damaged?
If so, once you acquire a new Public Mobile SIM card, simply log into the self-serve portal, go under your Profile and change the associated SIM card attached to your account.
Then insert the new SIM card in your device and it will be associated to your existing phone number.

Yes you can but first disable Lost/Stolen Phone first then go to Payment section and click on Change SIM Card.
Remember to clear the cache and go incognito before login to your account on a laptop or desktop.
