My phone will hardly receive or call for phone calls. I have full bars of service.

@deannabordeleau - are you new with public mobile and this has been this case since activation?
Or, were calls working previously and this is an all of a sudden thing?
What about texts in/out and data...do these services work well?
Perform a Reset of your device's Network Settings, to see if this improves your calling ability.
This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
Iphone:
To Reset Network Settings, begin by opening the Settings app. Next, tap General -> Transfer or Reset iPhone -> Reset -> Reset Network Settings. and enter your passcode.
Your iPhone will reset network settings and restart itself.
android:
Find and tap Settings > System > Advanced > Reset options > Reset network settings.

Suggest to first shut down / turn off your phone -- count to 10 then re-start. Then go to settings and turn off (1) "Calls on other devices. (2) Silence unknown callers. ---- hope that will work for you as it has for me.

What kind of phone is that? Brand and model?
Which area you are at? Province and City?
Do you get the same problem everywhere you go or just a particular location, like your home or office?
Try to change the preferred network to 3G Only /WCDMA Only/ HPSA Only and see if it helps
Also, try to put your PM sim card in another phone and test it out as well
