pretty much instant
but did you use the Public Mobile app ? you need to use the PM app to get to the last step. If you only used the browser, you didn't complete the activation
if you already used the app, then are you activating esim or physical sim? Make sure the old sim card is removed, then reboot the phone with the PM sim or esim there, try Reset Network Settings
