Public mobile has no call centre or live chat feature.
If you can login, have you tried to manually load up funds to your account. Then it should re-activate your plan.

Just open ticket with PM using the Orange Chatbot icon on the lower right. (For 2FA when login, you might need to use email to receive if you cannot receive the text on the phone.) Type the question Submit ticket and select Contact Us to get to ticket open screen

Public Mobile is self service. You need to log into your account and make a payment. Or you can go to Shoppers Drug Mart and pick up a voucher and dial 611 from your phone to upload it to your account.
