Why can I not send or receive text message on the basic public mobile plan without data or wifi?

Sounds like you are using iMessage on an iPhone. To see if you are using iMessage check the colour of the text bubbles. Green indicates an SMS text message, while blue indicates an Apple iMessage. To send an iMessage as an SMS, hold on the message and select the "Send message as text" option.

@davidallen18 are you on a limited text plan?
if you're on an iPhone you need to register your number to your Apple ID
- Sign out of every Apple service and device that uses your Apple ID, except the one you're using to change your Apple ID.
- Go to Settings > [your name] > Name, Phone Numbers, Email.
- Next to Reachable At, tap Edit > Delete.
- Tap Continue and follow the instructions.
- After you enter the mobile phone number that you want to use as your Apple ID, a verification code is sent to you at that number. Enter the verification code from the text into the fields provided.
- Sign back in to all Apple services with your new Apple ID.

Do you have an iPhone?
iMessages require data or Wifi to work. If you do have iPhone and don't want to turn on data, you can turn off iMessage and just use regular SMS/MMS texts.

When using cellular, you need to enable data even though it does not count towards your data usage.

Sounds like you got an iphone. Turn sms on in your settings. You're using iMessage by the sound of it. You need to correct this in your settings

@davidallen18 you should be able to as long as its not an mms mesage which requires data to be enabled. Has it ever worked? And can you switch your sim card into another phone to see if its a phone or SIM problem. Thanks. Stay safe.
