Another option is to download a VoIP app like TextNow app and pick a secondary number when connected to wifi or from your data.
If you are referring to 2G or 850MHz in 3G in GSM band?

Some providers do actually allow it (but Public doesn't). While each SIM card would have a different phone number, some providers allow the plan to be shared.

No, you cannot have multiple plans on one Public Mobile account. Each phone number or SIM card requires its own separate account with a unique email address. Before purchasing a secondary plan, try your current SIM card in the GSM switch to confirm it works. If it does, you can purchase a secondary account. However, that does seem like a waste of money.
