Few days back, i ported my number from virgin plus to public mobile and i can call, use data, and even send and receive some text messages but i am not receiving all messages and even if i see the message in my notifications its not there on my messages app

Which model phone are you using? 

You could also try a simple reboot of your phone.  Network reset of phone.

can you receive incoming calls?

if you can receive calls and just not message, try Reset network settings on your phone.  And if you have an Android phone, clear cache on your Message app.  You might also want to uninstall Google Message, reboot phone and reinstall 

But if you cannot even receive calls, then the port was not completed
