Public mobile can send verification codes to me other than that, I can't seem to use my data, text, calls. I've tried everything from APN and resetting my network.

you could be out of luck, the Motorola Moto G04 is a phone from overseas. It only has 3G-850 and not 3G-1900. PM is realigning 3G network since couple weeks ago and some area really needs 1900 which you don't have, so you might not get voice calls
your 4G network does not have all bands needed for PM as well, so, you won't get data or your data will be very unreliable
do you have another phone? You might need to get another phone
