If you purchased the iPhone 6S privately, you phone is locked by a carrier from the previous owner of the phone.
You will need to go into your Settings to see what carrier have locked your phone.
Go to Settings>General>About>Carrier Lock (scroll to the bottom of the page).
If it is locked, it will show eg. Rogers, Bell or another carrier other than Telus.
If this is the case, you need to contact that company to have it unlocked or go to a mom & pop cell repair shop and pay to have it unlocked.

@Rachel2003 , I believe your phone is locked to a different carrier. You will need to figure out the original carrier source for this phone and get them to help you with unlocking it so that it will work on the Public Mobile service. Currently the phone will only work with the source carrier. This link should help to explain the situation.
