I’ve cleaned the SIM card and put it back in and I also toggled on airplane mode for 10 seconds but it doesn’t seem to work. I can’t receive text messages but can deliver them. I have the SOS symbol on the top right.
how do I resolve this issue? Or is there an outage of the network?
please get back to me as soon as possible

If you have a can with air I would try to blow dirt out of a SIM slot. Not recommend blowing air from your mouth as you might introduce moisture and make issue even worse.
It sounds like something is disconnected inside the phone or lose contact.

try pull the sim card out and reinsert, if it is the same, could be the sim card or phone
but i still think you should get a phone from friend to test. If you got the same, it is a sim card problem. You can buy a new Public Mobile sim card from Telus or Koodo or MobileKlink store

I don’t have a second phone on me right now, that is a good way to see if it’s a phone issue or a SIM card.
i believe it’s a phone issue or something because whenever I move my phone a certain way, it shows up “SIM card failed” but usually it comes back but this time it’s not coming back

Can you try your SIM in another phone to determine if it is SIM or phone's issue.
Clean phone's contacts, too
