My SIM card is blocked. I need a SIM PUK to access my phone. it is urgent please help. i sent a ticket yet no response was received from Public Mobile

The only way to get your SIM card's PUK code is through a customer support agent after opening a ticket. YOu'll need to wait for a reply.  The way around this would be to replace the SIM card.
