Did you try rebooting your phone by powering off then back on?
Generally, it is considered operator error if all porting steps were not followed in sequence.
PM is a prepaid service so no refund so just contact a CS_Agent to complete your porting of your old number and submit a ticket as noted by @hTideGnow hyperlink.

the reason you cannot receive calls was likely because you didn't complete your porting, you should have came and we would have advised
PM is prepaid provider and usually do not provide refund, but you can try your luck, please submit ticket with them here

@Kelvinchan10 Generally speaking Public Mobile does not offer refunds on their prepaid service. You can always try and make your case for one with customer service at the link below:
