PM does not refund as it's prepaid, however, if you have been charged twice, then submit a ticket to moderators via SIMon here:https://publicmobile.ca.ada.support/chat/
They are more likely to issue an account credit for the overpayment and you can use that credit towards your next billing or purchasing add-ons.

Have you changed your plan recently? If you did, refunds aren't provided for the unused part of the plan that you came from.
If it is a matter of Public Mobile charging you mistakenly twice for the same amount, they will refund you but it can reportedly take a few weeks. If there is an extra money in your Public Mobile account balance as a result of this, it can be used for the next renewal.
