oh, you don't have to ask for refund.
Buy a PM sim card from Telus or Koodo store, then message support as I said above and ask them to update the account with the sim card number and complete the activation for you

The subscription did not go through. I need a refund so I can subscribe with an actual card Sim card.

PM is a prepaid carrier and does not provide refund. However, if your activation not fully setup yet, and hence you have not use the service yet, they will likely able to provide refund. Please message support agent and discuss with them here
