I was using public mobile prepaid service. Now I have changed my provider to Koodo. It was during my current billing cycle. Is there any way I can get the refund the remaining balance?

While the other responses are useful, maybe Koodo would do you a solid just to welcome you over from their sister company under the Telus umbrella. Maybe. Ask them.

sorry, no partial refund for leaving ealry

however, since you have gone to Koodo, also owned by Telus, check with Koodo support and they might be able to give you a one time credit

Sorry, but the plan payment and account balances were forfeited when porting out. Public Mobile doesn't usually provide refunds.
