Do public mobile has any refund policy if I am not happy with their service?

No, no refund.  Only time you can ask for refund is if the activation didn't work

PM is  a prepaid provider and does not provide refund.  But on the other hand , it does not have long term contract.  So, you can leave if you do not like the service
