yes, it's legit. Remember you MUST use a VoLTE enabled cell to be able to place any calls while in USA. Not so in Canada or Mexico....3G (used for talk) is still widely available in Canada and Mexico.  Here's some info and a devise checker at bottom of the page to see if your current cell is recognized as VoLTE compliant in Public Mobile world.

Also remember that if you decide to downgrade to your old existing plan, you likely won't be able to. Once you have a higher value plan, they make it almost impossible to downgrade to a substantially cheaper plan again.

Sounds legit.  Public Mobile does send out these offers periodically. 

Someone else has confirmed receiving a different offer today also.
