I can receive and send pictures messages to any public mobile phone number, but when I send to bell Canada phone number it will not go through and I can't receive picture messages from them either. It shows downloading and it never download

@mahsere - What phone? iPhone or Android.
Usually phones newer from 2015 are compatible with Public Mobile MMS. iPhone 8, 8+, SE 2, X and newer are compatable with PM MMS.
For Android it is easy to change the MMS APN settings, please make sure you have this in your APN settings (Thanks @softech):
APN: sp.mb.com
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMSC proxy: mmscproxy.mobility.ca
MMS port: 8799
MCC: 302
MNC: 220
APN Type: default,supl,mms
If it isn't working still, try resetting your network settings (You will lose your Wi-Fi passwords and SSID's saved), but nothing else try seeing if the Bell person has MMS enabled OR has the right APN.
