I just activated Public and got a text message from Koodoo that something went wrong and to renter IMEI again with Koodoo. Is this a scam?

In your situation, it is better to provide the Koodo's account number than IMEI. So, it might not be a scam but real.
There is a number to call to talk to live support, they can confirm the status and you can update them the missing information. I will message the number to you via the Community inbox ( https://productioncommunity.publicmobile.ca/t5/notes/privatenotespage ) . Check the envelope icon on top right. Call them and get it fixed
