Can I put in new sim card once I have received text to restart phone?

Once you completed to step 6. You can restart your phone if you picked a new number.

If you ported your old number from another carrier and you confirmed with YES you are porting over PM. The old SIM will continue to work for about a couple of hours. Once it stops working then switch to PM SIM and restart your phone.

did you just activate new account?

you can actually put in the PM sim card even before you got any text (and to be honest, you might not receive any text about completion of activation of porting)

after put in the sim card, it should connect to PM network and data and outgoing calls should work

but incoming calls might not work yet if porting is not done (but if you chose new phone number for the activation, then incoming calls should work without trouble)
