do you need to use sim inside the phone when you activate it?
i have similar situation. will use an old phone (galaxy s6) as secondary/ work phone with $15 plan. Trying to understand in I need to insert the sim inside the phone to activate it.

do you already have an account and service with PM and just try to change to this new sim card?
if it is like that, you just need to login My Account, go to Profile page and the click on the pencil beside the sim card number and update the sim card with the new card number
(if you are using the app, just click ⊕ or ⧁ at the bottom left to bring up the menu and go to Profile page)

no, you don't need to put the physical sim card in the phone for activation. You just need to provide the sim card number and use the app to activate it. (Yes, you need to use the app and not just viat browser)
And of course, it is better to put the sim in a phone so you can test if any activation trouble
