My subscription expired March 16th, I've been without a phone for two days. Unable to top up. Very frustrating when I need a phone for family health emergencies.

Sorry to hear about your troubles.  The store likely had technical issues with payment vouchers.  Public mobile still sells payment vouchers.  

You are welcome to move to another provider.  The hassle is that with a suspended account, it will be difficult to port your number out.

Tried two different payments options for bank cards. Neither worked. Then when I tried to purchase a top up voucher from the store they were not able to access your system to do so. They said public mobile has put a freeze on issuing top up vouchers. I have decided to switch providers.

The maintenance on March 17 has been completed.  It should not be a factor in your payment issues. 

What exactly is your issue?  Do you have a credit card registered?  Not accepting payments.  

If you have no service and need service right away, one option is to purchase a payment voucher either in store (ie. Shoppers, Shell, London drugs, etc.) or online (recharge.com - service fee applies ) and load up the funds into your account.
