I realized this is an old post but I am having the same problem. I have a student from Italy and he brought his iPhone with him. We purchased a Public Mobile SIM card and received the Canadian phone number. He has a banking app that requires 2-step verification via a text being sent from his bank. The Canadian phone number has been registered with his home bank but he is unable to receive the text. I can text him from my phone number and all is good but it seems we are having issues receiving a text from Italy. Any help would be appreciated.

@rypack international texts should be received whilst the public mobile phone is in Canada without issue.
Now, if this is a new activation and this is regards to short codes not being received then this may take up to 7 days to start working. But, if there some short codes not allowed through Public Mobile, you can check with a Customer Support Agent to see if this is the case.

Note, for all other normal SMS texts internationally, where the sender's services allow texting to and receiving from Canada, your student should have no issue receiving and sending though.

@softech thank you for your help. I will give this information to my Italian student. The response you gave me makes sense. I'll cross my fingers to see if they can email the verification code.

@rypack this is normal for International text due to regulation. Banking 2FA from another countries are supposed to be blocked. If it gone through, it is just a miss
Your student should contact his Italian bank for another way to receive 2FA text, either via Authenticator app (best) or email or calls
