A number is assigned to be for a specific city and that cannot be changed. Your local calling area for outgoing calls isn't based on your the city of your phone number anyway. It's based on where you're placing outoging calls from. The only thing that your phone number affects is for when people call you and whether it is long distance or not for them. Are you willing to change your phone number?

@Evelynmark : Not sure that's a completed sentence but you can change your number yourself once every 30 days. Drill down for Cornwall and pick a number.
Edit: I did a bunch of refreshes on Cornwall and it only gave me 343 numbers. You could try the refreshing not long after midnight ET for a few days and see if a 613 comes up. It might not be a popularly nice number but one might pop up. Or you could buy a 613 number from any of those number parking services and port it over or go to another provider and start up a service with a 613 number and then port it over.
But if you actually meant to add the word "number" at the end of your sentence then this is not possible. Area codes belong to specific provinces. Prefixes belong to specific regions in that area code. The telco's can not do anything about it.
