.. and to turn off the RCS chat feature on Android
On the Messaging app,
tap 3 little dots top right, click Settings
under Chat settings, scroll to "Select default messaging type",
Switch from Automatic to Text/multimedia msg

@Luke13 As @Anonymous this can affect outgoing and incoming texts outside if wifi.
Disable your Chat Features:
If the person you are trying to send to also has this feature on, it could affect back and forth with this person as well. So if they can turn it off on their end, then try again.

Regular text messages should be unlimited and don't use wifi. Do you still have data? Can other apps (eg. web browser) use data OK?
If messages are only working with wifi, there's something wrong with your data. Further, those are data-driven messages through an app. Apple and Android devices can use a special data "path" which becomes data for the message, beyond regular text messages. In other words, there's something we're missing here.

@Luke13 : If you're using an iphone then you need to set iMessages to be able to send out SMS. If you're using an Android then turn off any chat features in the texting app.
