I am having this problem I can receive I just can't send text msg error 425, it happened in the past when I changed my plan two months later it is now doing it I've cycle the power factory reset remove the SIM card Rebooted I've tried everything possible nothing seems to work I can receive a text I just can't answer or reply to it it never goes through if if any has solved this problem please help

It worked before, it doesn't work now - something changed.
Check your phone settings for country/region, dialing prefixes, and dialing syntax. Also check your APN settings (if you haven't already done so).
Your "short codes" aren't being recognized by the network ... maybe your phone is prefacing them with (hidden) characters which use a different syntax than the network can parse. You can try texting out with full phone numbers, country/area/prefix/suffix, try separating the characters with dashes, dots, spaces, no spaces, parentheses, etc - all the same formats commonly used to write phone numbers down.
Did you happen to recently install a Marshmallow update on a Samsung Galaxy S7?

@brentwescott Following on Will13am's post, can you send an SMS by entering a person's phone number, or is it just short code messages that are the problem?

I did a quick google search and found some links related to short code errors. I don't use any of this stuff and so I am not totally sure, but could some of theses involve a premium SMS charge that Public Mobile may not be able to accommodate due to the prepaid format. Just a thought.
