You say: From here you will tap on the Circled '+' in the bottom left hand corner and your going to head over into 'Subscription & Add-ons' Section of the My Account.
However, I don't have any circled '+' at the bottom of the summary page of my account. 🤷🏻♀️
How do I reach "Subscriptions & Add-ons"?

I doubt agent's reply about iPhone older than 13 cannot use esim. However, I saw many esim activation with iPhone, so, I think it is a hit or miss
But anyway, I love physical sim for its ease of switching phone, and free. So, I am happy everything is sorted and you are using physical sim

Thank you for your help in buying an eSIM card. I wanted to buy another eSIM because the one I bought when I suscribed to PM would never activate. Maybe I was not seeing some of the things I should have according to your explanations, because I was not really recognized by the PM system.
Anyway, a new eSIM wouldn't have done me any good. A CS agent told me that iPhones older than 13 do not support eSIMs, contrary to the result of the initial verification by the system. (And I have an iPhone SE 2.) 🤷♀️
So, my problem has been solved with a physical SIM.
I just wish the PM system had "known" that my phone (which it identified correctly) was not eSIM compatible! It would have spared me two days of frustration. And spared needless work for those good people who tried to help me join PM for real. 🤗

But at that point, I was just navigating to where I could hopefully buy a new eSIM.
How could it be a payment issue???

from your screenshot , you are using teh app, but if you get 404 error, look like you have payment issue like many of others
at this time, only PM support agent can advise

In the app, in my account I found a link to get an eSIM card, tapped on it, and I got
a 404 ERROR!

That's right, I was using a browser. But in the app, when I tap the + sign, what I see is this (sorry it's in French):
No mention of any way to buy an eSIM card. 🤷🏻♀️
I must tell you that the reason why I need to buy another eSIM card is that I was never able to activate the one I got when I subscribed yesterday. I wasted the best of two days trying to getting phone service back. As a new customer, I am very discouraged about ever getting anywhere with PM.

you are not using the Public Mobile app
if you are buying eSIM, you need to use Public Mobile app to buy. Please download and use that
if you are not buying the esim, you can stay using the browser. To bring up the menu, you can click on the circle with > at the bottom left of the screen:

No, I don't see Overview at top of page. What I see when I open my account is this:
And at the bottom, I don't see the 4 links, the last being a circled '+'. Here's what I see:

are you buying eSIM? you need to use the app, not browser
sound like you are only using the browser.
Or please provide use the screenshot

@mdelorme do you see at top of page where it says overview ?? Tap it and rip down menu will appear and choose subscription add on
