I recently dialled 811 and got the Quebec version.

Like the OP I live near the quebec border but about 80 km north of them.

I eventually found the 1800 number but it took time, which sort of defeats the purpose of these 811/911 numbers.

I should open a ticket but Public doesn't seem to be too concerned.

it is a known issue for at least 2 years.

I got tht latest update from Telus agent tell me that  it has something to do with cell towers and where you are at, and it is true it has nothing to do with your phone number.  For this particular one, it is mainly affecting people from some part of Eastern Ontario

Telus agent said other carriers have the same issue and a permanent fix would involved multiple carriers.

For now, only work around is to call the 10 digits number 1-866-797-0007.  If you need it, store it on your phone

And my phone number is an ontario one. If my phone number was a quebec one I wouldn't have been surprised when my attempt connected me to a quebec service.....
