How does a public mobile subscriber have their accumulated public points applied to their monthly phone bill?

When you sign into My account and click My Rewards then Visit My Rewards then Browse Catalogue. If you have 15 or more points uou can redeem $15 off your bill.

This has to be done from the Public Mobile points portal in increments of 15 points/$15.

Log into your account and go to the point section. You'll see options to put towards bill.
Log in, go to My Rewards on the left side. In the middle click on Visit My Rewards, a new page will pop up and click on Catalogue. Scroll down a small bit and you'll see this one.
Click on More Details
Then click on Redeem
Easy as that.
