I signed up for the 4gb data at $19.00/month a few weeks ago but have not activated the acc't. Now my acc't is showing $24.00/month On a chat session they said I would still get the other $19.00/month is that correct?

Was this new activation (unlikely, not see this before)? Or was this a special text offer to you as an existing customer (never seen this before, but still possible because p.m. treats everybody differently)?

Advisable to you and others to always take a screenshot as proof of such offer in order to get p.m. to honor the offer. I would suggest that you at least take a screenshot or record of any chat where a customer agent confirms that you will get this offer.

$19 has been 1GB for new activation all the time.  There was never $19 for 4GB.  

But check with PM support agent to confirm.  You can submit  ticket by direct message:
