My plan includes "unlimited Quebec minutes and messaging+" and I am curious what Quebec messaging means for a visit to another province. Will I incur fees for incoming and/or outgoing texts while out of Quebec? Thanks!

Regional plans aren't about where a person can use the service. In the example of Quebec, the regional plans offered for this market are only about who can get these plans. There have never been any additional restrictions about where these plans can be used. Even for provincial calling plans, this still did not mean that service couldn't be used in other provinces (it was only about which numbers could be called for outgoing phone calls).

Maybe check your self service account. Click on change subscription and see which plans are available to yourself. For existing customers, Public mobile has decided to offer personalized plan offers. Not sure if any of the plans are appealing to you.
Just did some research and looks like that your text should be Canada wide for Quebec only plan. Just unable to call outside Quebec. You could purchase a Canada talk minutes add on (if available in your account). I don't see this add on any more on the website.

@Dunkman looking at their site I can see the plan is no longer offered. I signed up for it sometime early 2024 during a promotion. Here are the details of the plan if you are curious-
Unlimited Quebec minutes 3GB data at 4G speed (also called "$26 Phoenix 3GB ULCW Base Plan" depending where I look)

Most PM plans these days are Canada wide plans. When did you sign up for your Quebec plan?
You will not be charged extra while in another province. Public mobile is prepaid so no surprise charges or overages. If you don't have the feature, the service will not work. You likely should be able to receive texts while outside Quebec, but you may not be able to send texts.
Which exact plan are you on? Plan price? How many GB of data? Etc. Overall the newer plans are generally better than the grandfathered ones. You can check your account and change subscription to see which plan are offered to you. Might be worth changing plans.

PM plans are Canada wide but Quebec has a special deal for new members. Not sure where it indicates unlimited Quebec minutes and messaging+.
