Public mobile offers personalized plans for existing customers. Not all plans are available to existing customers.
Whatever you see in your self service account is what you can choose from. Most of the time, the plans offered are more expensive than your present plan.
So, if you don't see the $25 plan, you are unable to change to that one unfortunately.
