@Jessica_T, MMS is affected by the SMS limit, as MMS is still driven by the SMS/MMS. If the 50 outgoing messages have been reached between SMS and MMS, then no outgoing MMS or SMS will be sent.
In the case of using data-based messaging apps, such as iMessage for iPhones, or WhatsApp, these services use strictly 'the data' bucket, and have no effect on the SMS/MMS count. ****Except for an iMessage sent SMS.

Triple check the APN settings, check very carefully. If possible show screen shots of your APN, it seems sometimes people add a space first or remove a decimal place or mess this up. It has to be exact.

Data working and texting working doesn't necessarily mean that things are set up correct to be able t use MMS. MMS has specific settings within the APN that need to be configured. If the MMS portion of those settings were missing or incorrect, your data would still work.
