I received text saying that I have not authorized phone number transfer, and asked me to text 1 to get authorization message. But I only got the same message again. So I text 1 again. But get nothing yet. Right now I can use data but cannot call or text.

you were transferring from a VoIP provider? if so, you might need to pay to get the text. Anyway this is a problem with your current provider, you need to check with them and see why they are not sending you the proper Porting Authorization text.
With PM, all them can do is to re-trigger the porting request. PM is not really the one sending you the porting authorization text
