Phone cannot open app

I am activating a new cellphone . It can scan a QR code for an esim but cannot download or open an app.

it's a Samsung phone? 

new Samsung phone needs a sim card to setup the phone first.  You can use a sim card from friend to setup the phone with Google and Samsung, then you can download PM app and activate

Thanks for the info. It is a new Canadian phone. But i cannot open an app until it is setup the 1st time. I will try you're other solution. Thanks slusagm.

is the phone's app store registered to other country?  the download only works if it is registered to Canada

if you are only activating a physical sim card, you can ask a friend to help.  Download the app on the friend's phone and activate there.  Yon won't need the app again after you subscribed
