Phone call in USA

I have a Canada / USA  cell phone plan , I have a Iphone 13 , when I'M in the USA , I can not make a phone call , when I call if fails , I reset network setting , but still will not call out , I think it concects to AT&T ,  I get the message from Public welcome to to the USA , i do have data and I can Text and it will go through , does anyone have a idea what is going on

Your iPhone 13 is VoLTE compatible with PM network. 

Try to manually select another US mobile carrier partner (ie. T mobile or Verizon).  Make sure connection is LTE (instead of 3G).

Don’t forget to enable Roaming and ignore the welcome to USA message
