Hubby didn’t port over his phone number properly when he switched to PM so his phone number can’t be authenticated. He can make and receive phone calls but only receive texts from his contacts who have iPhones with iMessage. Will changing his phone # through his account rectify this situation?

Since ou you can receive phone calls, the port was completed already
it is a text issue only for your case. Make sure you remove the old provider sim card or disable (can even delete) the old provider esim
reboot phone and Reset Network Settings and it will work

if he can receive calls, that is not a porting issue
the text issue is about iMessage. Go to Settings on the phone, remove the phone number, reboot phone and go back to Settings to enter the phone number to re-register iMessage
