Please note that you don’t need to activate your phone…only activate your SIM.
Did you purchase the phone privately?
Are you referring to unlocking the phone?

I'm thinking that this isn't an issue with activating the SIM card because the information on the SIM card pacakging doesn't make any mention to contacting customer service to perform the activation.

PM is a self-managed phone company. If you need to activate a new account, just get a new PM sim card first. Once you got the sim card, then activate the account from https://activate.publicmobile.ca/

Which paperwork are you speaking of? Did you activate Public Mobile at a store last year (or earlier) but you need a Self Serve account created. To create a Self Serve account, a customer support agent needs to be asked for help. This is done by opening a ticket in the chatbot: https://widget.telus.tiia.ai/publicmobile/publicmobile.html
