How can I update my payment information so that it gets billed right away to have active service again. I already updated my payment information twice.

how long has the acct been suspended ? If greater than 90 days, it's been deactivated and now you need to start over.

If not suspended for that long and if you've successfully updated your payment card info...now log in to your account and you should see a Resume service button.
