I cannot figure out why the Feb. 19, 2025 payment did not go through and I can still use the phone.

PM payment system has been glitchy lately. Many people complain that their payments did not go through and that their service has been suspended. The worse case is when payment is made (possibly multiple times) and the service is still suspended. You are luckier than most.
Did you check your credit card to see if you were charged?

Can you check again using browser with incognito mode and maybe it will show the correct info and show the payment went through

That is unusual.
Sometimes the website shows incorrect information. Maybe check your payment history page. That should list the various payments in the last few months.
