is your account current suspended or active?
what is your regular plan around? what is your Available Fund in My Account?
Usually you just need to enter the amount to pay (regular plan price - Available funds) and PM will add tax on top of it. So, if your plan is $25 and you have $5 in Available funds, just enter $20 and PM will charge your credit card $20+tax
