I have changed my plan to Koodo on Nov 25, 2023, however, public mobile still charged me by pre-pay on Nov 13,2023 $36.16 for a full month. Should there be any refund to me ?

I think you may have gotten this the other way around @hTideGnow 🙂
The OP ported out after their cycle renewal.
They were not charged a cycle after they ported out.
At least that’s what I read?

when you port to another provider in the middle of your cycle, there is no refund due on a prepaid service.
so no, you won’t be eligible for a refund. It’s usually recommended to port out from a prepaid provider a couple of days before the end of your cycle as opposed to mid cycle.
With postpaid providers, there are prorations when one moves between providers.

@BY1 Sorry PM is pre paid and no refunds you should have ported out your number couple days before nov 13 to avoid pre paying for another 30 days just to port out on nov 25 so like nov 10-11 would have been best time to port out and minimize money lost .

HI @BY1
did you port out your number? Can you still login to My Account? If you cannot login , it is a sign that the account was already closed and PM shouldn't be charging you still. Please submit a ticket with CS Agent here:
