Got this oops message in activation summary screen. Got a welcome email from Public Mobile but I don't have an account to log into and my sim card isn't working. My old sim card still works so the transfer hasen't happened yet.

That happened to me too, you need to go to My Account in the top right corner and select Create an Account, that will register your email with your SIM card and create your self serve account. Use your old SIM card until it stops working then your PM SIM should work.
