I have a solution!
If you recently updated your OnePlus phone and it's no longer sending MMS on Public Mobile the issue is with your "Access Point Name" or APN. You can edit the settings for the APN under Mobile Network Settings (maybe under "more" or "advanced settings").
Changing to an APN with the following settings has worked twice for me (had to redo after another os update):
Name: Public Mobile
APN: sp.mb.com
MMSC proxy: mmscproxy.mobility.ca
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMS port: 8799
MCC: 302
MNC: 220

yes, we see similar advise already. Keep in mind for some people, simply updating the APN wont' work They might have to delete the APN and add a new one and enter all the fields agian
